Functional Organizational Structure and Statements

THE OFFICE OF THE EXECUTIVE DIRECTOR

The Office administers, directs and leads the OSC-BARMM’s operational and administrative powers and functions. Also, the Office executes and implements policies, regulations and rules of the Bangsamoro Transition Authority (BTA) and the Office Chief Minister (OCM) affecting the Settler Communities.

THE OFFICE OF THE DEPUTY EXECUTIVE DIRECTOR

The Office assists the Office of the Executive Director as it administers, directs and leads the OSC-BARMM’s operational and administrative powers and functions affecting the Settler Communities. Also, it exercises operational and administrative functions as assigned by the Office of the Executive Director.

THE TECHNICAL DIVISION

The OSC-BARMM’s Technical Division exercises the following functions:

1. Provide the expertise in the preparation and formulation of the strategic and medium term plans and roadmap for the Settler Communities in the Bangsamoro in a participatory manner;
2. Ensure to provide avenues for consultations with the Section and Unit Heads and the Stakeholders of the Office;
3. Facilitates the development and preparation of project proposals to the Office of the Chief Minister and BTA;
4. Execute an effective coordination, evaluation and monitoring processes and mechanisms of BARMM’s Programs and Project , its progress and accomplishments being implemented in the Settler Communities.
5. Facilitate the development and maintenance of the OSC-BARMM database and statistical information, the website and information systems and prepares the Information System Strategic Plan (ISSP) in consultation and coordination with other units.
6. Attend executive meetings, seminars and other engagements related to planning, project and policy matters, in behalf of the Executive Director and Deputy Executive Director.

THE COMMUNITY AFFAIRS AND DEVELOPMENT SECTION

The Community Affairs and Development Section have the following functions:

1. Lead in coordinating and provision of assistance in the preparation and implementation of programs and projects of the various BARMM Ministries affecting the Settler Communities;
2. Develop, monitor and evaluate projects or project proposals, programs and feasibility studies on special projects for the Settler Communities submitted by the Technical Coordination Units, Provincial Focal Persons ;
3. Prepare the coordination and technical assistance guidelines on project / program implementation, monitoring and evaluation system, and Memorandum of Understanding (MOU) of special projects that will be undertaken by the BARMM Agencies and Offices in the Settler Communities
4. Monitor the status and accomplishment reports of special projects, regular projects and projects and programs implemented in the Settler Communities; and
5. Assist in liaising tasks with the BARMM Agencies and Offices, and other government entities on project development, monitoring and evaluation matters.

THE INTER-CULTURAL COORDINATION UNIT

The Inter-cultural Coordination Unit is of the OSC-BARMM’s frontline units primarily responsible in coordination and providing assistance to the Office of the Chief Minister, BARMM Agencies and Offices in terms of the following:

1. Implementation, and monitoring of inter-cultural policies, plans, programs, and projects affecting settler communities;
2. Coordinate with Settler Communities for the purpose of raising their intercultural concerns requiring assistance from the Bangsamoro Government; and
3. Perform other functions as may be provided by law or assigned by its immediate Head;

THE ECONOMIC PROMOTION COORDINATION UNIT

The Economic Coordination Unit is OSC-BARMM’s frontline unit primarily responsible in coordination and providing assistance to the Office of the Chief Minister, BARMM Agencies and Offices in terms of the following:

1. Implementation, and monitoring of economic policies, plans, programs, and projects affecting settler communities;
2. Coordinate with Settler Communities for the purpose of raising their economic concerns requiring assistance from the Bangsamoro Government; and
3. Perform other functions as may be provided by law or assigned by its immediate Head.

THE COMMUNITY EMPOWERMENT & POLICY DEVELOPMENT COORDINATION UNIT

The Community Empowerment and Policy Coordination Unit is the OSC-BARMM’s frontline unit primarily responsible in coordination and providing assistance to the Office of the Chief Minister, BARMM Agencies and Offices in terms of the following:

1. Implementation, and monitoring of community empowerment policies, plans, programs, and projects affecting settler communities;
2. Coordinate with Settler Communities for the purpose of ensuring that their rights are protected and promoted and requires the assistance from the Bangsamoro Government; and
3. Perform other functions as may be provided by law or assigned by its immediate Head.

THE SOCIAL WELFARE AND SERVICE DELIVERY COORDINATION UNIT

The Community Empowerment and Policy Coordination Unit is the OSC-BARMM’s frontline unit primarily responsible in coordination and providing assistance to the Office of the Chief Minister, BARMM Agencies and Offices in terms of the following:

1. Implementation and monitoring of social welfare policies, plans, programs, and projects affecting settler communities;
2. Coordinate with Settler Communities for the purpose of ensuring that their social welfare concerns and issues are addressed and requires the assistance from the Bangsamoro Government; and
3. Perform other functions as may be provided by law or assigned by its immediate Head.

THE LEGAL & POLICY FORMULATION SECTION

The OSC BARMM’s Legal and Policy Formulation Section will have the following functions:

1. Prepare and design the strategic policy advocacy action roadmap, plans and programs, as well as the processes and mechanisms in the conduct of consultations with the Section Units and its stakeholders;
2. Perform the coordination tasks with the Office of the Chief Minister, BTA and other government entities on policy assistance in the formulation and implementation to the Settler Communities; and
3. Perform other function as maybe directed by the immediate superior and the OSC-BARMM Executive Director.

THE PLANNING AND RESEARCH SECTION

The Planning and Research Section have the following functions:

1. Design and develop the OSC-BARMM strategic, medium-term and action plans and programs
2. Undertake the implementation of the research agenda plans, programs, projects
3. Implement scientific approaches and methods on research to come up with adaptable and responsive developmental technologies and approaches;
4. Implement action programs for operations and process researches and technical services for the Settler Communities;
5. Maintain linkages institutions on collaborative research projects and activities and in the provision of technical support services to the Settler Communities;
6. Evaluate, consolidate and submit research reports, and relevant data and information on a monthly basis affecting the Settler Communities; and
7. Perform other function as maybe directed by the immediate higher organ and the OSC-BARMM Office of the Executive Director.

THE INFORMATION TECHNOLOGY AND DISSEMINATION SECTION

The Information Technology and Dissemination Section have the following functions:

1. Facilitate the development and implementation of strategic and medium term OSC-BARMM communication roadmap and plans;
2. Design and develop the Management Information System of the OSC-BARMM for effective and efficient utilization of data and information;
3. Facilitate the establishment of Information Technology requirement of the OSC-BARMM to create the effective infrastructure conducive for information dissemination programs, project and activities;
4. Perform other function as maybe directed by the immediate superior and the OSC-BARMM Executive Director.

THE ADMINISTRATIVE SECTION

The Administrative Section have the following functions:

1. Manage and direct the administrative and financial operations of OSC-BARMM;
2. Implement plans, programs, projects and activities of the OSC-BARMM in accordance with the existing government laws, policies, procedures, rules and regulations of the CSC, MFBM, COA, and BTA other government agencies or instrumentalities;
3. Oversee and enforce the governing laws, policies, procedures, systems, rules and regulations of the human resource, property and procurement, records and other facilities rehabilitation and maintenance operations of OSC-BARMM;
4. Formulate, develop and implement the operational activities on human resource planning; acquisition of equipment, supplies and materials; movement of employees; timekeeping; leave administration; employees health and safety conditions; rewards and sanctions; performance monitoring/evaluation; benefits and salary administration; management-employee relations; counselling; personnel career planning, training and development and personnel records.
5. Monitor the accomplishment reports, efficient and effective administration, fiscal management and performance output and outcome pertaining to human resource development, protection and maintenance of OSC-BARMM properties, equipment, facilities, and other assets.
6. Ensure compliance to the existing legal and reportorial requirements, accounting and auditing rules and regulations.
7. Consolidate financial and administrative reports as well as proper maintenance of SRA's financial accounts.
8. Prepare, monitor and evaluate the implementation and utilization of the annual operating budgets.
9. Submit reports/data/information on a regular basis.

THE HUMAN RESOURCE MANAGEMENT UNIT

The Human Resource management Unit have the following functions:

1. Formulate and implement sustainable capacity and capability building plan and programs to improve both OSC management committee and rank and file’s competencies;
2. Enforce policy measures on human resource development and management promulgated by the BARMM Government; and
3. Perform other functions as may be directed by the immediate superior and the Executive Director.

THE RECORDS UNIT

The Records Unit have the following functions:

1. Receive/release all communications, records, and documents;
2. Take charge of all Information Technology related activities such daily time records, leave administration, payroll system, document tracking system of the accounting office, preparation of administrative and financial documents and reports;
3. Take charge of the records keeping of valuable records for file and on file; and
4. Perform other functions as maybe directed by the Administrative Section Head and the Office of the Executive Director.

THE PROPERTY AND SUPPLY UNIT

The Property and Supply Unit have the following functions:

1. Develop and maintain a sound property and supply management program for the Office;
2. Formulate and develop a system in supply and property management needed to establish an effective means from acquisition to disposition of Office properties;
3. Store and distribute supplies and materials, tools and equipment for the use by the Office;
4. Formulate, develops and implement procurement plans and programs for the OSC operation;
5. Develop scheme in maintenance of all Office facilities to lengthen its life span;
6. Update/reconciles property accountabilities with the accounting section;
7. Performs other related functions that maybe assigned by the Head of the Administrative Section and/or by the Executive Director.

THE BUDGET UNIT

The Budget Unit have the following functions:

1. Prepare the Office annual budget proposal and briefing materials for submission to the OCM, MFBM, other concerned entities and stakeholders in the BARMM;
2. Closely coordinate with its counterpart in OCM for the OSC-BARMM budget appropriate and timely budget utilization;
3. Performs other related functions that maybe assigned by the Head of the Administrative Section and/or by the Executive Director.

THE SUPPORT SERVICES UNIT

The Support Services Units have the following functions:

1. Provide administrative support services to the Office division, sections and units;
2. Perform other function as maybe directed by the immediate sections head and the OSC-BARMM Office of the Executive Director.

THE PROVINCIAL / CITY COORDINATING SECTION
(MAGUINDANAO/COTABATO CITY; LANAO DEL SUR/MARAWI CITY; BASILAN/LAMITAN CITY; SULU; TAWI-TAWI; AND 63 BARANGAYS)

The Provincial & City Coordinating Section have the following functions:

1. Assist the Office in coordinating and provision of assistance in the preparation and implementation of programs and projects of the various BARMM Ministries’ provincial, city and municipal Offices affecting the Settler Communities;
2. Coordinate and monitor and evaluate projects or project proposals, programs and feasibility studies on special projects emanating from the Settler Communities;
3. Execute the coordination and technical assistance guidelines on project / program implementation, monitoring and evaluation system, and Memorandum of Understanding (MOU) of special projects that will be undertaken by the BARMM Agencies and Offices for the Settler Communities;
4. Provide monitoring inputs on the status and accomplishment of special projects, regular projects and projects and programs implemented in the Settler Communities; and
5. Serve as the coordination mechanism with the BARMM Agencies and Offices at the provincial, city and municipal levels.
6. Perform other functions as maybe assigned by the Technical Division and the Office of the Executive Director.

During the plenary session, the House passed through voice voting, House Bill (HB) 9663, otherwise known as the proposed New Government Procurement Reform Act. During his second State of the Nation Address (SONA) in July, President Ferdinand R. Marcos Jr. said enacting a new government procurement law would strengthen the whole-of-government and whole-of-society approach, which is regarded as a "transformative" solution amid the changing times. The bill seeks to institute a streamlined and transparent procurement process through definitive periods in the process, the use of emerging technologies and innovative solutions, and open contracting practice.
